FINANCE COMMITTEE
February 18, 2010

Chairman Ben Spragg called the meeting to order at 7:10 in the Old Courtroom, Edmond Town Hall, Main Street, Newtown, CT.
Public Participation: None present
Approval of Minutes: Upon motion by Mr. LaRocque, the minutes of the 2/4/10 meeting were unanimously approved.
CIP Recommendations: Mr. Spragg drafted a letter to send to the Board of Education, Board of Selectmen and Board of Finance, advising that the Finance Committee is recommending to add a new section to the CIP Regulations, titled “Legislative Council Administrative Guidelines for Capital Projects.” Before finalizing these recommendations, the Committee is requesting a review and comments from each Board.
Fairfield Hills Parking Lease: Mr. LaRoque looked through minutes of Board of Selectmen meetings that are on file from the period of the parking lot lease approval but there is no detail given. Mr. Spragg feels that the Board of Selectmen and Fairfield Hills Authority believed that they were saving the town money with this lease. Their actions are justifiable but proved to be unpopular. More information will be gathered by members and there will be more discussion before any recommendations are made.
Conveyance Tax: There was discussion of conveyance taxes and other possible means for the town to acquire funds to lessen the burden on taxpayers. Mr. Davis suggests meeting with the legislature in Hartford. There will be further discussions.
Having no further business, the meeting was adjourned at 8:50 p.m.
